What I still can't understand is why he was allowed to get all the way to the station and onto the tube if he was under surveillance. Why didn't they stop him straight away?

this is only from another report but apprently the surveillance werent armed so had to call in armed police who didnt reach the station till he was already underground, they had no contact with the surveillance team. however they had been instruced to not let him board a train, so the descison to shoot wasnt taken by a senior officer

Not really - if they are undercover they could only carry handguns - which are useless in a serious firefight - and you'd probably notice if your milkman had a Heckler & KocK SMG slung over his shoulder - there anyway - it would be different in Brixton of course
