Also they're not completely different in the sense that Gallagher can also score and create depending on where you deploy him. I suppose it's a matter of to what degree we're short in attacking/goalscoring output from one of those more advanced central midfielder positions. Maddison is proven and will likely provide better attacking output than what we have and than Gallagher. Gallagher will likely work harder and better fit the profile of the side. It's interesting to consider where Howe might land on this one (if indeed it is an option of one or the other come the summer transfer window) as he does seem to value the balance of the side first and foremost. It obviously depends on other factors -- price, the player's desire to come, etc. I can't see myself being too disappointed should it eventuate one or the other as either way I can see the argument for each of them. I actually don't know who I'd prefer myself -- probably Maddison tbh, but it is closer than I would've otherwise thought upon first reflection. And even then that weakens them a bit because a club could just sit it out and get him for a free in a year. We'll be lucky to avoid a lot of competition for his signature and subsequently a bidding war. We just have to hope the teams capable of competing for him have other targets in mind for that position. Chelsea for one are surely well stocked in that position after their spending spree, Man U have Casermiro but I suppose they need quality back up for that position, Spurs have plenty of players of that type but it comes down to whether Conte fancies Neves over them or has other priorities, Liverpool should really be doing everything they can to sign Neves but will probably go for Bellingham who's a great player but Neves is a type they arguably need more, Man City again are fairly well stocked with Rodri and Philips. You can sign players nearing the end of their contracts for less, but that often comes with higher wages, and you can gazump teams that were willing to pay more up front because the players wants higher wages. There are players I would take from any of the bottom six or seven clubs (maybe not Bournemouth) and I don't think I'd have said that a couple of years ago.
