It happened right outside my office and we could see bodies lying in the street covered in sheets before the disaster team arrived. Not saying anyone could legislate for what happened at all, but it does seem a strange time. Most bin lorries I've seen in the town are usually early in the morning while the place is virtually empty. Anyway, my condolences to anyone involved. RIP.
