Had a look and the OED seems to back that up, saying it's an archaic use of the adverb tightly meaning 'soundly, properly, well, effectively'. Funnily enough I had a book bought for me a good while ago that was full of these sayings and there supposed origins. I subsequently found out the book was bollocks and most of their claims were based on these types of myths. Can't remember many of them but it definitely made the claim bells were put if coffins hence 'dead ringers' which sprang to mind. Which is fucking ridiculous, if you think about it. I mean, how would that work? Just made me think of something actually, anyone remember that Alfred Hitchcock Presents... where the convict trying to escape gets buried alive? May has perhaps concluded that the Tories are fucked if they deliver the ramshackle Brexit they're putting together without a clear mandate to do so from the populace. Yep, that would be her argument, and with the opinion polls showing 40%+ for the Tories and a residual 10%-ish for UKIP, if that's repeated in a GE (even before we get to the landslide the Tories would get seat-wise under FPTP) then they can absolutely go ahead with the "overwhelming will of the people" line like they have with the 51.8% from the referendum.
