Because unless the government are drip feeding it your argument falls down, because the NHS absolutely would miss £150bil over the next few years I guess the £30-£40 billion quoted is the upfront cost and that the £150 billion figure someone mentioned is the long term cost of maintaining. If it needs to be funded then it should come from cuts to the defence budget. But after a spate of attacks France are getting hammered for their defence cuts which have been the biggest globally over recent years. Would the UK public be happier with an increased risk that we couldn't intervene to take out that next attacker, if it meant the NHS kept £40bn over the next few years?
