The only free hosting i'd recommend is sites.google.com or if its a register business gbbo.co.uk If its to mess around with and you know a bit about what your doing heliohost.org give you most features (FTP, PHP, MySQL, .NET, cPanel) but it has a reputation for having server issues for around 4-6 hours every other month.
