There isn't a war chest and the players they've got aren't that great, outside of Torres and Gerrard. Now, I'd be surprised if Torres' form improves dramatically enough to make a difference. He's obviously better off back in the sun and I reckon he'll be off to Real in the summer. I can actually see Gerrard leaving aswell. He'll achieve nowt else in his career there.
