That's how I understood it, but reading the Iphone Dev site confused me because it mentions 3.1, jailbreaking, 3gs and the fact you can jailbreak but not unlock. Not according to Adobe - Adobe open iPhone to Flash Devs Aye but Apple still aren't making it available for use in Safari as far as I know. Perhaps this newer model fixes all that but I doubt it'll be a patch on the iPhone on the touch screen front. I've had a couple of touch screen devices and my iPod blows them all away.
