Simulating injury to try and get the decision is card-able, but when there is a foul I think it would be incredibly difficult for a referee to justify giving the victim a card... That's the point, in cases of simulation, can there still have been a foul commited? I definitely think Arteta fouled the player, but he still acted like a complete and utter twat about it, possibly elevating a yellow to a red, seeing as the ref didn't think simulation occured as he didn't card fabregas as he is apparently allowed to do.
