Can you card a player for a foul, and at the same time card the victim for blatant over-reaction. I'm thinking of the Arteta 'elbow' here and that soft as shite Arsenal player.

yes.

I know it's a shit thing to do, but if there is a foul I think a yellow card for over-reacting is a tad harsh. Simulating injury to try and get the decision is card-able, but when there is a foul I think it would be incredibly difficult for a referee to justify giving the victim a card...

That's the point, in cases of simulation, can there still have been a foul commited? I definitely think Arteta fouled the player, but he still acted like a complete and utter twat about it, possibly elevating a yellow to a red, seeing as the ref didn't think simulation occured as he didn't card fabregas as he is apparently allowed to do.

 

EDT: and I though simulation was a mandatory card now anyway, so harsh doesn't come into it.

This happened last season in our home game against Bolton. Diouf was fouled but made a meal of it having previously been warned by the referee.

Aye, I remember that. Should happen more often.
