They obviously didn't want the headache that would be caused by a point deduction as West Ham would appeal. Yes, I guess their worst case scenario was a point deduction and West Ham only getting relegated because of the deducted point. It would have created a huge uncertainty. So yes, I think they have chickened out... But to be fair, the penalty is really hefty and probably equates with the sum of all fines for wrongdoing from UEFA and FIFA of the last two decades... Kin of puts the 300k Chelsea were fined for tapping up Ashley Cole into perspective. Whilst clearly the clubs can't control racism, it would only take a fine of similar magnitude to stop it dead.
