You still need to meet building regs though so you have to have the drawings approved etc. By not getting dormer windows in, you don't materially alter the external of the house thereby bypassing the need for planning permission. Generally though any structural change needs planning and anything that alters the appearance of the outside (majorly). No, there was a story about a farmer who had built a house inside one of his old barns (wtf?) to try and avoid getting planning permission and they were making the tit take it down again.
