The social services are minimal and decisions tend to be on trivial matters of police budgets for the nonexistent crime and how much to spend on council functions. Inner city councils in deprived areas have to deal with all that comes with the problems of poverty and general lower incomes like crime, social services and welfare issues. Add in political budget setting from Whitehall and you have an even more skewed system. All of this illustrates once again your complete ignorance of the world around you.
