The clumsily-titled Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act, or USAPA) introduced a plethora of legislative changes which significantly increased the surveillance and investigative powers of law enforcement agencies in the United States. The Act did not, however, provide for the system of checks and balances that traditionally safeguards civil liberties in the face of such legislation. Legislative proposals in response to the terrorist attacks of September 11, 2001 were introduced less than a week after the attacks. President Bush signed the final bill, the USA PATRIOT Act, into law on October 26, 2001. Though the Act made significant amendments to over 15 important statutes, it was introduced with great haste and passed with little debate, and without a House, Senate, or conference report. As a result, it lacks background legislative history that often retrospectively provides necessary statutory interpretation. The Act was a compromise version of the Anti-Terrorism Act of 2001 (ATA), a far-reaching legislative package intended to strengthen the nation's defense against terrorism. The ATA contained several provisions vastly expanding the authority of law enforcement and intelligence agencies to monitor private communications and access personal information. The final legislation included a few beneficial additions from the Administration's initial proposal: most notably, a so-called sunset provision (which provides that several sections of the act automatically expire after a certain period of time, unless they are explicitly renewed by Congress) on some of the electronic surveillance provisions, and an amendment providing judicial oversight of law enforcement's use of the FBI's Carnivore system. However, the USA PATRIOT Act retains provisions appreciably expanding government investigative authority, especially with respect to the Internet. Those provisions address issues that are complex and implicate fundamental constitutional protections of individual liberty, including the appropriate procedures for interception of information transmitted over the Internet and other rapidly evolving technologies. History One of the most striking features of the USA PATRIOT Act is the lack of debate surrounding its introduction. Many of the provisions of the Act relating to electronic surveillance were proposed before September 11th, and were subject to much criticism and debate. John Podesta, White House Chief of Staff from 1998 - 2001, has questioned what has changed since then. The events of September 11 convinced ... overwhelming majorities in Congress that law enforcement and national security officials need new legal tools to fight terrorism. But we should not forget what gave rise to the original opposition - many aspects of the bill increase the opportunity for law enforcement and the intelligence community to return to an era where they monitored and sometimes harassed individuals who were merely exercising their First Amendment rights. Nothing that occurred on September 11 mandates that we return to such an era. - John Podesta, USA Patriot Act - The Good, the Bad, and the Sunset (Winter, 2002) When the legislative proposals were introduced by the Bush administration in the aftermath of September 11th, Attorney General John Ashcroft gave Congress one week in which to pass the bill -- without changes. Vermont Democrat Patrick Leahy, chairman of the Senate Judiciary Committee, managed to convince the Justice Department to agree to some changes, and members of the House began to make significant improvements. However, the Attorney General warned that further terrorist acts were imminent, and that Congress could be to blame for such attacks if it failed to pass the bill immediately. Extensive and hurried negotiation in the Senate resulted in a bipartisan bill, stripped of many of the concessions won by Sen. Leahy. Senator Thomas Daschle, the majority leader, sought unanimous consent to pass the proposal without debate or amendment; Senator Russ Feingold was the only member to object. Minor changes were made in the House, which passed the bill 357 to 66. The Senate and House versions were quickly reconciled, and the Act was signed into law on October 26, 2001 -

That's a myth. Bill Benson wrote a book claiming that the Sixteenth Amendment was never ratified, and therefore Congress cannot impose an income tax. Icke and Casbolt are completely different. Icke has been right about most of the things he has been rambling about for the last 10-15 years....id cards, surveillance, secret state and mind control.. Casbolt's speciality is MiLabs and underground bases and he says he was part of a programme and has been genetically tagged etc...Some rather fantastic stuff rerally. Do underground bases exist? Yes...Are military labs modifying humans...Nobody knows. Do Greys have their own bases in America? Probably. I've seen a few videos of Casbolt talking about Deep bases populated with Greys, nordic looking aliens and reptilians. His body language looked like he was lying rather than being a mentalist. Still interesting though! Not sure about Casbolt and how genuine he is, but researching his material and comparing it to other testaments, he did (maybe by chance) get some things right. You never know who's side some of these types are on mind.

Maybe we have "types" hardwired into da brain...And build up some king of instinctive gut reaction to go with...The types we generrally like are generally the ones we are going to listen to or want to listen to...This is the thing about this thread..It can perhaps even be in the language we use /read...I can write posts in many different ways, but truthfully am aware that certain types of posts work better than other (as is everyone else on here of course)..

Didn't the last Ice Age (and others before) drastically change the landscape though? That would render a lot of this supposed knowledge useless anyway. Surely a more likely explanation is people (who have seemingly explored throughout their history) rediscovered lands that were now hospitable again as a matter of course rather than because they knew where to go. Yeah my take is that the re-population of land freed from the ice was a natural one especially given it was still largely a hunter-gatherer lifestyle anyway. You also have to consider that there were other Hominids descended from Homo Erectus who had populated the same areas a couple of hundred thousand years before that by the same natural migration. Let's not get into this evolution bollocks. We did nothing but eat our own shit in caves for about 400,000 years. wasn't until we started eating what 'grew' on the cow-shit that things got interesting.... Aye.

He is deffo an interesting character, but isn't trained in and formal science or anything of the kind. He has his fans. Project Avalon is a good catchall of all these characters and indeed some are later exposed as having other agendas or simply a bit nutty etc...It has become a field where one can make a lot of money from talks/websites/dvd's etc.. Disclosure has already begun if you keep an eye out. Are ufo's visiting our planet? Yes. Are they good or bad? Both. If we are to move to a group 1 civilisation from a group 0 it will come down to how we handle the next step. "They" will put up a fight.......So this won't be easy. The Norway spiral isn't a rougue Russian missile, but the jury is out on what it actually is....For sure there is a lot o wierd magnectic things going on with our planet and the sun. There have been many launches over the last few years of things to just watch the sun....Two telescopes owned by the Vatican ONLY watch the sun. Some of the things he talks about are definately interesting and there are many on the fringes who have done various experiments in things like the role of water (water can carry mutlitudes of information, during the atomic tests they found water molecules had been changed almost planet wide as if they had picked up a vibration form the water that had been vaporised near ground zero etc)..Universal consciousness and dark matter, the causal link of our holographic universe and ideas that the universe is alive is all good stuff...
