Ultimately it will come down to the couple of thousand usual suspects. Mass surveillance is highly inefficient and wildly costly and only serves in creating a fog of data. But we know all this.

This whole scenario is riddled with bad outcomes and unbalanced solutions. Community policing like that after the Brixton riots according to data made a difference with reg to keeping lines of communication open. I meant Jihadi's if that was unclear. There are 1100 or so roaming our streets right now and are know to the security services as fighters who have had training. Only 40 prosecutions in the last 5 years iirc.
