The story so far as I can see is that Belgium is highly disorganized with various intelligence assets and police forces who aren't communicating. It has become the operational center over the last decade because it has a lax attitude to guns and smuggling and so on and worst of all the new Mosques there are Wahhabi built with money from Saudi. The clerics are also imported and among the more radical because they have no ties to Belgium. From Belgium they have been traveling back and forth to Syria and hooking up with various other cells in Europe.
