Even though the game has clearly changed a lot in this regard, and I would fully expect a review panel to back Dowd's decision, I really can't see how you can penalise a player for touching another player who is already mid flight as Torres was. There's so much lingo used to justify diving now - 'anticipation', 'contact' 'he's entitled to go down' 'drawing the foul' etc etc. A dive is a dive.
