He's not even close, it's laughable they would say that tbh. Sessegnon is a good player but it's not hard to rise above the shite in their team, look how talented Henderson looked. He's a skillful player and is a good passer but couldn't even dream of doing the stuff on the ball that Ben Arfa does.
