Best options within the city to move to are Arena site, and Leazes Park and both of those come with their own challenges and obstacles. My preference would be Leazes Park. Keeps the stadium at the top of the hill, you could knock down St James' and turn it into a park to replace the greenery lost by building in Leazes. Financially, developing the Arena site would likely bring more money to part of the city that could do with investment, and a stadium on the Tyne could be iconic in it's own way (and would be easier to expand further at a later date?
