If Biden had done what he promised, i.e. only stayed for one term, there could have been a proper succession process in place, which would probably not have invovled Harris as she wasn't giving a good impression as VP. The candidate could then have distanced him- or herself from the current administration.

This is actually good if other clubs think that there's no unlimited funds any more and that they may have done their job in getting rid of the Saudi problem.
