Not one of your steps does anything about what you say is the cause though, which was banks lending to people that can't repay. Of course that wasn't the problem. If it was, the banks that had most be debt would have failed. The issue was that they were able to package up all that bad debt and rate it as good debt and sell it on to other lenders and insurers as such. What are your steps to stop that?
