My solution would not be to kill (the less than half a percent of people that populate prison) for commiting crimes we'd deem worthy of the death penalty (see those people you listed), but rather to lighten sentences against those commiting non-violent crimes (lower category drugs, low danger driving offences, non payment of fines etc who populate more than 50 % of our prisons). Education will rehabilitate those people far more than being banged up with other harder criminals.
