The reason it was made illegal is due to the report filed after the hillsborough incident. The reason that incident occured was because there was no designated stadium capacity and the police let in as many fans as they saw fit. So what is dangerous about someone standing at their seat in a modern stadia?

I honestly cant see any Health and safety issue whatsoever with safe standing in modern stadiums
