I think Man City are more in need of a No.6 to stop teams being able to play through them so easily. Bruno can play that role but for me is better as a No.8 further up the pitch.

I think it certainly offers more flexibility rather than carte blanche to take the piss. Basically the PL can choose to investigate a deal they think isn't fair market value rather than us having to justify every deal is FMV.
