I think it's fine. You have to make the people of Russia see what impact their President's action is having. And it has to have an impact across the board. People like sport, they like seeing their country succeed in sport. So banning the Russians from participating sends the message that your country doesn't get to enjoy sport or sporting success while you're occupying another country. They're a country run on propaganda. This cuts through that, and also removes an opportunity for them to build propaganda on the back of sporting success. TLDR: They can all suck it.
